Legal Screening

12 automated filters check every candidate site against Italian and Lazio-specific regulations: Natura 2000, EUAP, flood zones, PTPR landscape constraints, coastal/lake buffers, land category, and infrastructure corridor eligibility.

Suitability Map

Interactive Leaflet map of all eligible areas across Lazio with toggleable exclusion and eligibility layers. Identifies industrial, brownfield, and infrastructure corridor sites where ground-mount PV is legally permitted.

Energy Yield + Cost-Benefit

PVGIS-powered radiation analysis with configurable PV system prototypes (fixed-tilt, single-axis, dual-axis tracking). Full financial model: CAPEX, OPEX, IRR, NPV, and composite scoring.

Grid Connection

Estimates distance and cost to connect a PV plant to the nearest electrical substation using OSM data. Parametric cost model by voltage level (BT/MT/AT).

Ownership Lookup

Identifies the cadastral owner of any parcel via coordinates, reverse geocoding, and automated SISTER portal queries. Supports the land acquisition process.

GSE Integration

Existing PV installations from GSE Atlaimpianti (~790,000 plants with GPS coordinates) overlaid on the suitability map for market intelligence and repowering analysis.

Legal Framework

SolarSymb implements the Art. 11-bis D.Lgs. 190/2024 (Testo Unico FER) as amended by Legge 15 gennaio 2026, n. 4. Ground-mount PV is permitted exclusively on non-agricultural land (industrial zones, brownfields, quarries, transport corridors) with narrow exceptions for infrastructure buffer zones (motorway 300m, railway perimeters) on agricultural land.
